SHOPS Uganda Healthy Baby Voucher Program: From the Eyes of the Provider

Most documentation of voucher programs has focused on the experience of the recipients, with scant information on the experience of participating health providers. This brief summarizes the experiences of a sample of private healthcare providers who participated in the Healthy Baby Voucher Program in Uganda to identify lessons learned that will guide the implementation of future voucher programs. Providers felt that the various changes made to meet voucher program standards (such as structural investments in their facility and improving recordkeeping) improved their reputation in the community and brought greater popularity and awareness of their clinics. However, providers worried about the sustainability of demand for services and income generation after the program ended.
