This paper examines the use of financing by the USAID-funded Summa Foundation, to motivate a forprofit provider, AAR Health Services in Kenya, to deliver family planning services and to enter a lower income market. This paper will examine the impact of financing on addressing impediments to the for-profit provider, the health outcomes, and the cost of the intervention, to determine whether this is a cost-effective way to achieve desired health outcomes. The paper will conclude with lessons learned for future interventions.
