The SHOPS project analyzed data on past HIV spending to identify ways that donors and the government of Kenya can better leverage the private health sector in the HIV response. As Kenya’s HIV response has grown, the country has become increasingly self-financed but remains dependent on donors. Out-of-pocket payments on HIV services have been decreasing, but they still account for a significant amount of spending on HIV. More and more, spending at for-profit facilities comes from insurance mechanisms but the amount of out-of-pocket spend may result in financial hardship. Expanding the population covered by insurance may help further reduce out-of-pocket payments.
